Increasing federal and state scrutiny causes area colleges to close Chinese “Confucius Institutes” – The Marshall Democrat-News

November 2004 marked the opening of the first Confucius Institute in Seoul, South Korea, overseen by Hanban, the official Office of Chinese Language Council International. The second of the institute’s programs was opened at the University of Maryland, College Park, in the same year. Many more of the institutes have opened since that time in countries worldwide. The largest concentrations of the programs are located in the United States, Japan and South Korea.

The institutes operate in cooperation with local colleges and universities, with financing shared between Hanban and the host secondary school or school districts, to provide Mandarin language teachers and instructional materials. In many of the schools and universities involved, the employer is the Chinese government, not the school itself, according to Wikepedia.

As of 2019, 530 Confucius Institutes were located in dozens of countries on six continents, according the institute’s various online sites.

According to the Ministry of Education, an estimated 100 million people in overseas countries were scheduled to be in the process of learning Chinese by 2010. The program continues to expand rapidly.
